The procedure to obtain a Declaration of Value for a degree issued by a school or university located in this consular jurisdiction is the following:
Elementary School and Junior High School (1st – 8th grade)
- Application form for Declaration of Value;
- Copy of Report card that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- If the report card does not specify that the student was admitted to the following grade, the Principal will have to sign a letter stating the above and his signature must be notarized and legalized with an Apostille;
- Translation in Italian of the documents indicated at paragraph 2 and 3, the translations in Italian must maintain grades as they appear in the original documents (A,B,C or E, G, S, etc.);
- Copy of passport.
High School (IX to XII grade)
- Application form for Declaration of Value;
- Copy of DIPLOMA that the Principal or Registrar of the school signed before a Notary Public and legalized with theApostille of the Secretary of State;
- Copy of 4 Year Transcript that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- If the report card does not specify that the student was admitted to the following grade, the Principal will have to sign a letter stating the above and his signature must be notarized and legalized with an Apostille;
- Translation in Italian of the documents indicated at paragraph 2, 3 and – if necessary -Translations in Italian must maintain grades as they appear in the original documents (A,B,C etc.);
- Copy of passport.
“Exchange Students”
Italian exchange students who after the year abroad re-enter the school in Italy must present to the Consulate the following documents:
- Application form for Declaration of Value;
- Copy of DIPLOMA that the Principal or Registrar of the school signed before a Notary Public and legalized with theApostille of the Secretary of State;
- Copy of Report Card that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Attendance certificate that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Honorary diploma (if issued);
- Letter of the organizer of the exchange Program and, if in English, translation in Italian;literal translation in Italian of the documents indicated at paragraph 2 and 3.
- Translations must maintain grades as the appear in the original documents (A,B,C etc.);
- Copy of passport.
Recognition of academic degree
Italian and foreign citizens who obtained a degree in a College or University located in this consular jurisdiction can request a Declaration of Value to this Office to have it recognized by an Italian University. The application must be presented to the President of the academic institution. It is important to make sure that the University offers courses similar to the ones completed in the US.
Associate Degree
- Application form for Declaration of Value;
- Copy of DIPLOMA of ASSOCIATE DEGREE that the Registrar of the Community College signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Copy of transcript that the Registrar signed before a Notary Public and legalized with the Apostille of the Secretary of State;copy of DIPLOMA of HIGH SCHOOL that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Copy of 4 Year Transcript that the Principal or Registrar of the high school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Translation in Italian of the documents indicated at paragraph 2, 3, 4, translations must maintain grades as the appear in the original documents (A,B,C etc.);
- Copy of passport.
Please note: students who obtained a Diploma in a secondary school in Italy must present a copy.
Bachelor Degree
- Application form for Declaration of Value;

- Copy of transcript that the Registrar signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Copy of DIPLOMA of HIGH SCHOOL that the Principal or Registrar of the school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Copy of 4 Year Transcript that the Principal or Registrar of the high school signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Translation in Italian of the documents indicated at paragraph 2, 3, 4, translations must maintain grades as the appear in the original documents (A,B,C etc.);
- Copy of passport.

Make sure that the courses match those listed in the transcripts. Students who obtained a Diploma in a secondary school in Italy must present a copy.
Master Degree

- Copy of HIGH SCHOOL Diploma and of the 4 Year Transcript that the Principal or Registrar of the school signed before a Notary Public legalized with the Apostille of the Secretary of State;
- Translation in Italian of the documents indicated at paragraphs 2, 3, 4, 5 and 6, translations must maintain grades as the appear in the original documents (A,B,C etc.);
- Copy of passport.

PH.D.

- Copy of DIPLOMA and of the transcripts of BACHELOR Degree that the Registrar of the College or University signed before a Notary Public and legalized with the Apostille of the Secretary of State;
- Copy of HIGH SCHOOL Diploma and of the 4 Year Transcript that the Principal or Registrar of the school signed before a Notary Public legalized with the Apostille of the Secretary of State;
- Translation in Italian of the documents indicated at paragraphs 2, 3, 4, 5 and 6, translations must maintain grades as the appear in the original documents (A,B,C etc.);
- Copy of passport.

GENERAL INFORMATION
Processing time is approximately four to six weeks, if the documentation is complete. All documents will be returned by regular mail. A prepaid addressed envelope must be enclosed in your application. This office does not accept checks, nor overseas C.O.D. shipments.
The consulate will mail the documents only to the requesting party, in the U.S. or in Italy, or to the host parents, but not to schools or exchange organizations.
Do not ask the school, nor the Secretary of State to send the documents directly to the Consulate.

CERTIFICATION OF ORIGINAL SCHOOL / ACADEMIC DOCUMENTS (APOSTILLE)
The Italian educational system does not accept school/academic documents mailed directly from the issuing American school/university in sealed envelopes as proof of authenticity. The Italian Government and its agencies comply with the Hague Convention of October 5, 1961 (approved by the United States of America on October 15, 1981) that requires documents originating in a participating country be accompanied by the Apostille of the Secretary of State to satisfy the requirement of authenticity. The Apostille actually certifies that the signatures of officials appearing on the original document are true and legitimate. In this manner all documents issued in the United States, if accompanied by the Apostille of the Secretary of State, are recognized as authentic in Italy.
Original school/academic documents (i.e.: Final Report Card, High School Graduation Diploma, High School Transcript, Bachelor of Art Degree, Bachelor of Science Degree, Master’s Degree, Ph.D., Academic Transcripts) should bear the signature by hand of the Registrar or any other School/University authority in charge of student records and the authentication of this signature by a Notary Public.
Once the Notary Public has authenticated the signature of the school official on the original document, it can be mailed to the appropriate office for an Apostille (see attached addresses). It some cases it may be necessary to obtain the certification of the county clerk before an Apostille can be issued, so it is advisable, once you have the notarized school document, to call the office of the secretary of state to find out if it can be mailed directly to them or not. When the time comes to mail the document to the Secretary of State, include a cover letter specifying that you are requesting an Apostille for use in Italy, your payment for the Apostille, and your return address.
In order to obtain an “Apostille” on a document, the school official’s signature must first be authenticated by a notary public. Please note that neither a parent, nor an exchange program coordinator, nor the student him/herself may attest that the document is an original or a copy and then have his/her signature notarized, and then legalized with an Apostille. This would be a waste of time and money because THE AUTHENTICATED SIGNATURE MUST BE THAT OF THE SCHOOL OFFICIAL WHO SIGNED THE DOCUMENT.
